A resolution in support of the appointment of former State Senator Jeannette
Wood to an open position on the Central Puget Sound Growth Hearings Board.
WHEREAS,through the departure of a sitting member of the Central Puget Sound
Growth Hearings Board, there is now an opening on this 3-member Board which hears
challenges to local comprehensive plan and development regulation issues; and
WHEREAS,whomever is appointed to this position on the Central Puget Sound Board
must,according to state law and current makeup of the Board, be someone who previously has
served as a local elected official; and
WHEREAS,with one registered Democrat and one registered independent on the
Board, and with statutory language directing that the Board be politically balanced, it is likely
that the Governor will appoint a registered Republican to the open seat on the Board; and
WHEREAS,in the 7 years this Board has been in existence, it never has included a
member from Snohomish County; and
WHEREAS,there are very strong signals that Governor Locke, who will make this
appointment to the Central Puget Sound Board, is interested in appointing a woman to replace
the woman member who is departing; and
WHEREAS,it will also be important that the Governor appoint someone who has
experience in, and a good understanding of, local land-use issues; and
WHEREAS,local governments have an interest in seeing an appointee with a good
understanding of and knowledge of local government issues; and
WHEREAS,for cities such as Marysville, which are expected to absorb significant
growth and density under the Growth Management Act (GMA), it would be particularly helpful to
have a new Growth Hearings Board member who has served as a city elected official; and
WHEREAS,former State Senator Jeannette Wood has an active interest in the opening
on the Central Puget Sound Growth Hearings Board; and
WHEREAS,Jeannette Wood meets and exceeds most of the criteria noted above; and
WHEREAS,Jeannette Wood has a good understanding of local government and city
government in particular, having served on the Woodway City Council for six years and as
Mayor of Woodway for three years; and

WHEREAS,Jeannette Wood dealt with land-use issues at the local level and also
played a key role in establishing Woodway as a code city; and
WHEREAS, as a state representative, Jeannette Wood also played an integral role in
the drafting and enactment of the Growth Management Act.
NOW THEREFORE,the City Council of the City of Marysville does hereby declare its full
and strong endorsement of former Senator Wood and notes the following:
1. That former State Senator Jeannette Wood is very well qualified to fill this opening on the
Central Puget Sound Growth Hearings Board.
2. That Senator Wood has the background, understanding, experience, and qualifications
necessary to fill this opening.
3. That Senator Wood has a long and distinguished record as a friend of local government.
4. That now is the time for someone who is from Snohomish County, and who understand the
growth issues and challenges facing Snohomish County in general and cities such as
Everett in particular, to serve on this Board.
