CITY OF MARYSVILLE Marysville,Washington RESOLUTION NO. 1939 A RESOLUTION OF THE CITY OF MARYSVILLE ADOPTING AN ANNEXATION POLICY AND REPEALING RESOLUTION NO. 1374. WHEREAS,in August 1989 the Marysville City Council adopted Resolution No.1374 relating to the annexation policy of the City;and WHEREAS,since the adoption of Resolution No.1374 the State Legislature has enacted the State Growth Management Act,Chapter 36.70A RCWi and WHEREAS,the Marysville City Council has recently reviewed the City's annexation policy to determine whether it is consistent with current practices,policies and proceduresi NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON AS FOLLOWS; Section 1.The following policies,goals,objectives and guidelines should be considered before annexations to the City of Marysville are initiated and at the time annexation proposals are reviewed by the City Council: 1.An annexation shall not be accepted unless it is located within the Marysville Urban Growth Area (T1UGATI). 2.The City's utility codes and utility planning will support and promote annexation and logical extension of urban services within the UGA.Measures will include adherence to urban development standards,requirement to annex if contiguous or if the site is within two parcels (not owned or under contract purchase by applicant)of the city limits. 3.The City will enter into interlocal agreements with Snohomish County relating to annexation,urban development standards and reciprocal traffic and park impact fee mitigation. 4.The City will consider aggregation of parcels for annexation.Where appropriate to meet the objectives outlined in RCW 36.93.180,aggregation of multiple annexation shall be considered. S.The City will consider smaller annexations including single parcels on a case-by-case basis when such annexations comply with the objectives outlined in RCW 36.93.180 and are RESOLUTION - 1 /wpf/mv/annex.res .----------------------------------- ".. supported by the technical review of factor to be considered in annexation proposals,which are listed below. 6.In considering all annexations the City should attempt to achieve the following Boundary Review Board objectives which are specified in RCW 36.93.180: •Preservation of natural neighborhoods and communities; •Use of physical boundaries including,but not limited to,bodies of water,highways,and land contours; •Creation and preservation of logical service areas; •Prevention of abnormally irregular boundaries; •Discouragement of multiple incorporations of small cities and encouragement of incorporation of cities in excess of 10,000 population in heavily-populated urban areas; •Adjustment of impractical boundaries; •Incorporation as cities and towns or annexation to cities or towns of unincorporated areas that are urban in character; •Protection of agricultural and rural lands that are designated for long-term productive agricultural and resource use by a comprehensive plan adopted by the county legislative authority. 7.Pursuant to RCW 35A.14.200 the City should consider the following factors with respect to all annexation proposals. Larger or heavily populated annexations should be subject to more in-depth review and,where appropriate,fiscal analysis. •The immediate and prospective population of the area proposed to be annexed,the configuration of the area, land use and land uses,comprehensive plans and zoning, per capita assessee valuation,topography,natural boundaries and drainage basins,the likelihood of significant growth in the area and in adjacent incorporated and unincorporated areas during the next several years,location and coordination of community facilities and service;and •The need for municipal services and availability of such services,effect of ordinances and governmental codes,regulations and resolutions on existing uses, existing agreements,interlocal agreements,covenants, LIDs or ULIDs,present cost and adequacy of governmental services and controls,the probable effect of the annexation proposal or alternatives on cost and RESOLUTION - 2 /wpf/mv/annex.res r-------------------------------- adequacy of services and controls in the area and adjacent area,the effect of the finances,debt structure and contractua+obligations and rights of all affected governmental units;and •The effect of the annexation proposal or alternatives on adjacent areas,on mutual economic and social interests,and on the local governmental structure of the County. Section 2.Repealer.Resolution No.1374,adopted on August 14,1989,is hereby REPEALED for the reason that it is replaced by this resolution. _~PASSED by thel C.i,ty Council and APPROVED by the Mayor this13dayofSeftfQ'f"\D-e-r .1999.
