A RESOLUTION OF THE CITY OF MARYSVILLE HONORING OTTO
HERMAN,COUNCILMEMBER.
WHEREAS,OTTO HERMAN served the City of Marysville as an elected member
of the City Council from January, 1992 through December, 1999; and
WHEREAS,the City gratefully acknowledges the benefits which it has received
from Councilmember Herman's dedication to public service, and desires to memorialize
Councilmember Herman's accomplishments by means of this Resolution; NOW,
THEREFORE,
THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON,hereby
commends and honors Otto Herman for the following outstanding achievements during
his term of office:
1.Public Safety. Council member Herman's support and encouragement to
the Police and Fire Departments has been a contributing factor in buildinq
professionally qualified,competent and efficient departments.
2.Public Facilities: During his tenure, the City made the following improvements
to the City's public facilities - a new library, remodel of City Hall,golf course
reconstruction,a new senior center, and a new 800 MHz Communication
System.
3. Parks and Recreation: Through the acquisition of Strawberry Fields,
Waterfront Park property, Peace Park, and numerous other parks as well as
continued dedication and support of the Parks and Recreation programs
Councilmember Herman has enhanced quality of life in Marysville.
4. Public Street and Utilities: Through his efforts on the City's Utilities
Committee,Councilmember Herman helped bring forward a wide-range of
public street and utilities. These include but are not limited to SR 528
Improvements,es"Street N.E.Improvements,State Avenue Improvements,
Wastewater Treatment Facility Improvements,major Water Transmission
System Improvements,Trunk Line D, and the new Getchell Reservoir.
5.Interlocal Cooperation:Having served on the Inter-government Relations
Committee,Councilmember Herman helped usher in a new era of inter-
jurisdictional cooperation through the implementation of numerous and wide-
ranging interlocal agreements.Councilmember Herman also served as
Chairman of the Community Transit Board of Directors overseeing

Community Transit operations and providing long-range planning,and
participated in monthly meetings with the Tulalip Tribes to discuss issues of
mutual interest with this neighboring jurisdiction.
6.Boards &Committees:Council member Herman has been the City's
representative to many boards and committees both locally and regionally
during his tenure as Councilmember.These include past chairman and board
member of the Community Transit Board of Directors,member of the
CityfTulalip Tribes liaison meetings,Downtown Revitalization Committee,
Utilities Committee,Puget Sound Regional Council Transportation Policy
Board,Representative to the Board for the Stillaguamish Senior Center, and
City Motto and Mission Statement Committee.
7.Financial Stabilitv:Throughout a period of increasing pressure on public
finances,Councilmember Herman has assisted the City in maintaining sound
fiscal policies which have resulted in financial stability.
8.Quality of Service:Councilmember Herman conducted himself in a fair and
impartial manner.His grasp of the issues and keen insights proved
invaluable over the course of his years of service.
PASSED by the MAYOR and APPROVED by the CITY COUNCIL this 3'd day
of January,2000.
