HomeMy WebLinkAboutR-1995 - Declaring an emergency to exist and authorizing an emergency purchase of pump/motor for the Stilly Ranney Well SourceCITY OF MARYSVILLE Marysville, Washington RESOLUTION NO.N9S A RESOLUTION OF THE CITY OF MARYSVILLE DECLARING AN EMERGENCY TO EXIST AND AUTHORIZING AN EMERGENCY PURCHASE OF PUMP/MOTOR FOR THE STILLY RANNEY WELL SOURCE. CL':(Y~'iJr-k ...-r~ O':?:~~ A.WHEREAS, on July 11, 2000 a pump failure occurred at the Stilly Ranney Well source; and B. WHEREAS, the Stilly Ranney Well source consists of two 100 hp Byron Jackson submersible pumps. It is a major supply for the north end of our utility service area (north of 100th Street).This portion of our service area has a daily average demand of 2.0 MGD with an average of 0.7 MGD coming from the Stilly source. The other 1.2 MGD is supplied by Edward Springs; and C. WHEREAS, during the summer months, the average daily supply from the Ranney Well is in excess of 1 MGD with a peak of 2.2 MGD.Typically both pumps are running during the high demand season. D. WHEREAS, the Ranney Well source also provides the necessary fire flow and pressure throughout the north end of our service area. An average pressure of 58 psi is provided with one pump running, however, has been dropping to approximately 43 Ibs. during the high demand portion of the day. This pressure drop has caused complaints from the Navy Support Complex and other large commercial customers in previous years.Typically this pressure drop is eliminated when both pumps are running during peak hours; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYSVILLE, WASHINGTON AS FOLLOWS: 1. An emergency exists, and the public health, safety and welfare would suffer material injury or damage by delay, and such emergency is now hereby proclaimed. 2. The existence of such emergency, and the facts constituting the emergency, are set out in subparagraphs A through D above in this Resolution. • ...\. Resolution No.199L Page 2 3. The City Council does hereby waive the public bidding to purchase a pump/motor for the Stilly Ranney Well Source. 4. The Council directs staff to purchase one 100 hp Byron Jackson submersible pump from a qualified dealer. PASSED by the City Council and APPROVED by the Mayor this 27th day of July, 2000.
