RESOLUTION NO.2007
A RESOLUTION OF THE CITY OF MARYSVillE HONORING DAVE ZABEll,
CITY ADMINISTRATOR.
WHEREAS,on September 10,2000,Dave Zabell was recently
honored for having provided 20 years of dedicated service to the
City of Marysville;and
WHEREAS,during his 20 years as a dedicated employee for the
City,Dave has served in the following capacities:Street
Laborer,Traffic Signal Maintenance Technician,Engineering Aide,
Public Works Director and City Administrator;and
WHEREAS,on January 1,1989,Dave Zabell was appointed as
the Public Works Director of the City of Marysville and served
the citizens of Marysville in that capacity for four years;and
WHEREAS,on January 1,1993,Dave Zabel 1 was appointed City
Administrator of the City and has provided guidance and
leadership in that position for nearly eight years.As such,
Dave is the longest tenured City Administrator in the history of
the City of Marysville;and
WHEREAS,Dave Zabell has served the public well during his
tenure as Public Works Director and City Administrator and has
been responsible for the following major accomplishments:
a.Dave promoted and oversaw renewal in the City's
infrastructure including numerous public utility,street and
facility improvements.
b.Dave successfully negotiated numerous collective
bargaining agreements with the City's Public Employee and Police
Officer bargaining units.
c.Dave planned and supervised a $12,000,000 upgrade to
the City's Wastewater Treatment Plant.
d.Dave planned and supervised the construction and
renovation of a $3,000,000 upgrade to the City's Municipal Golf
Course.
e.Dave led the City's negotiating team through a
successful process resulting in a comprehensive resolution of
service,land use and growth boundaries with the City of
Arlington and Marysville Fire District.

f.Dave met the challenge and guided the City through a
sewer capacity crisis during one of the fastest growing eras in
the City's history.
g.Dave has been instrumental in negotiating and securing
a contract for the wholesale purchase of water from the City of
Everett and in developing agreements with Snohomish County PUD
and the Tulalip Tribes for use for use of capacity in such water
system.
h.Dave promoted and oversaw acquisition of a regional
park site and has planned and supervised significant new
facilities for the City's park system.
i.Dave planned and supervised construction of a
$2,800,000 library which is considered to be one of the best in
Snohomish County and the State of Washington.
j.Dave planned and supervised the comprehensive overhaul,
remodel and modernization of the former library which now
accommodates Marysville City Hall.
k.Dave has mentored City employees and provided career
development opportunities that have positively impacted their
lives.
WHEREAS,Dave has announced his intention to accept a
position as the Public Works Director for the City of Bothell,
Washington;and
WHEREAS,the City of Bothell should take notice that it is
acquiring the services of a knowledgeable,experienced and
steadfast dedicated public servant who will be sorely missed by
the Mayor,City Council,City staff and citizens of Marysville.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF MARYSVILLE,WASHINGTON AS FOLLOWS:
Marysville hereby honors Dave Zabell for his 20 years of
dedicated public service particularly as Public Works Director
and City Administrator.He has led the City with wisdom,vision,
patience and integrity through a time of growth and
transformation and has done a commendable job of preparing the
City for its future.
PASSED by the City Council and APPROVED by the Mayor this
9th day of October,2000.
