A RESOLUTION OF THE CITY OF MARYSVILLE PROVIDING FOR
THE REFERRAL TO THE QUALIFIED ELECTORS OF THE CITY AT
THE SPECIAL ELECTION TO BE HELD THEREIN ON THE 17TH
DAY OF SEPTEMBER,2002, OF THE PROPOSITION OF WHETHER
THE PRESENT MAYOR-COUNCIL PLAN OF GOVERNMENT UNDER
WHICH THE CITY OPERATES SHOULD BE ABANDONED,AND THE
COUNCIL-MANAGER PLAN OF GOVERNMENT UNDER THE
PROVISIONS OF CHAPTER 35A.13 RCW SHOULD BE ADOPTED IN
ITS PLACE.
WHEREAS, the City of Marysville, Washington is a noncharter code city under the laws
and statutes of the State of Washington operating under the Mayor-Council plan of government as
set forth in Chapter 35A.12 RCW; and
WHEREAS, the provisions of Chapter 35A.06 RCW provide a method by which a plan of
government can be abandoned, and a new plan of government adopted in its place; and
WHEREAS, the City of Marysville has been organized as a noncharter code city pursuant
to RCW Title 35A since 1976, which is more than one year prior to the date of this resolution;
and
WHEREAS, the City of Marysville was organized as a Mayor-Council plan of government
prior to the classification of the city as a noncharter code city and said Mayor-Council plan of
government was established more than six years prior to the date of this resolution; and
WHEREAS, a Petition seeking a change in the form of government from the Mayor-
Council plan of government under the provisions of Chapter 35A.12 RCW to the Council-
Manager plan of government under the provisions of Chapter 35A.13 RCW has been filed with
the City of Marysville, Washington. The Snohomish County Auditor's Office has certified that
the required number of qualified electors of the City of Marysville equal to not less than 10
percent of the votes cast at the last general municipal election have signed said petition, as
required by RCW 35A.06.040; and
WHEREAS, the City Council, having received said Petition and Certificate of Sufficiency
(authentication) by the Snohomish County Auditor, and being aware of the provisions of
35A.06.050; NOW THEREFORE,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYSVILLE,
WASHINGTON AS FOLLOWS:
1.Based upon the Certificate of Sufficiency of the above-referenced Petition, it is
found and declared to be necessary to submit to the qualified electors of the City
of Marysville the proposition of whether or not the present plan of government of
the City of Marysville should be abandoned and a new plan of government be
adopted at the special election to be held therein on September 17, 2002.
2. The Marysville City Council hereby requests and directs that the Snohomish
County Auditor conduct such election on the third Tuesday in September,2002,
pursuant to RCW 29.13.020.
3. The proposition to be submitted to the qualified electors of the City at such special
election shall be as follows:
PROPOSITION NO.I
CHANGE IN PLAN OF CITY GOVERNMENT
Proposition No.I concerns a petition to change the City of Marysville's plan of
government. This measure would abandon the present Mayor-Council plan of government
under which it currently operates (Chapter 35A.12 RCW), and adopt in its place the
Council-Manager plan of government under the provisions of Chapter 35A.13 RCW.

4. By adopting this resolution, the Marysville City Council acts pursuant to
Washington law,requiring that the City take action following submission by a
valid petition seeking change in the plan of government.
5. This resolution shall be in full force and effect upon its passage in its entirety as
provided by law. A copy of this resolution shall be forwarded to Snohomish
County Department of Elections following its passage.
