HomeMy WebLinkAboutR-2073 - Adopting a six-year transportation improvement program (2003-2008), including an arterial street construction program in accordance with the regulatio-~'>\'""-~"r .- CITY OF MARYSVILLE Marysville,Washington RESOLUTION NO.;'o7.3 A RESOLUTION OF THE CITY OF MARYSVILLE ADOPTING A SIX-YEAR TRANSPORTATION IMPROVEMENT PROGRAM (2003-2008),INCLUDING AN ARTERIAL STREET CONSTRUCTION PROGRAM IN ACCORDANCE WITH THE REGULATIONS OF THE URBAN ARTERIAL BOARD. I WHEREAS,the City Council of the City of Marysville, Washington,pursuant to RCW 35.77.010,held a public hearing on June 24,2002 for the purpose of revising and extending its Comprehensive Six-Year Transportation Program and for the purpose Of adopting an Arterial Street Construction Program in accordance with the regulations of the Urban Arterial Board;and WHEREAS,the City Council has reviewed the current status of City streets and has considered the testimony and exhibits presented at the public hearing,and finds that the programs presented by the Public Works Department are in the long-range best interests of the City;NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON AS FOLLOWS: 1.The Comprehensive Six-Year Transportation Improvement Program (2003-2008)presented to the City Council,copies of which are on file and open to public inspection at the office of the City Clerk,is hereby approved and adopted in its entirety. 2.The Six-Year Program for Arterial Street Construction utilizing urban arterial trust funds in accordance with the regulations of the Urban Arterial Board,as presented to the City Council,copies of which are on file and open to public inspection at the office of the city Clerk,is hereby approved and adopted in its entirety. 3.The City Clerk is hereby directed to file copies of said Programs with the Secretary of Transportation and the Urban Arterial Board. ~PASSED by the City Council and APPROVED by the Mayor this ;;.i/day of June,2002. I 67 th AVENUE: SOUTH CITY LIMITS TO SR 528 The proposed project will construct 8-foot shoulders on 67 th Avenue in areas lacking curb, gutter, and sidewalk. ITEM NO.2 ASH AVENUE PARK ANDRIDE LOT EXPANSION The proposed project will expand the existing park and ride lot on Ash Avenue north of 4th Street. The project will include a bus shelter, drainage, sidewalks, illumination, landscaping, and two 14feet travel lanes on Ash Avenue. ITEM NO.3 GROVE STREET ANDALDER STREET INTERSECTION The project will signalize the intersection with pedestrian crossing. This signal will be interconnected to the signal at Grove and State Avenue and to the Public Safety Building. ITEM NO.4 152ND STREET ANDSTATE AVENUE INTERSECTION The project will signalize the intersection with pedestrian crossing when signal warrants are met. This project may be incorporated into the State Avenue improvement project, 136 th to 152 nd Street, TIP #12. ITEM NO.5 STATE AVENUE:IOOTH TO I09TH ST. The project will widen State Avenue from 2 lanes to a 5-lane roadway section with curb, gutter, sidewalk, and planters. Quilceda Creek box culvert will be replaced with either a culvert or a bridge. Public Works will apply for Hazard Mitigation Program Grant funds and will be seeking Transportation Improvement Board funds for this project. Public Works will continue to monitor the State Avenue road embankment until funding becomes available. ITEM NO.6 STATE AVE: 116 th to 136TH ST. The project will reconstruct State Avenue to a 3 lane roadway section with curb, gutter, sidewalk, and planter strip on the west side and open drainage ditch on the east side of the roadway. When development occurs on the East Side of State Avenue, the developer will be required to widen the roadway to the 5-lane roadway section with curb, gutter, sidewalk, and planter strip. The project is funded by Transportation Improvement Board, ISTEA, and Growth Management funds. Anticipated schedule is to complete the project is in 2004. Exhibit B page 1 of 4 Updated: June 12, 2002 Adopted: June 24, 2002 I.-~----~---~ ITEM NO.7 116TH STREET:1-5TO STATE AVENUE The project will widen I16 th Street from a 2-lane roadway section to a 5-lane roadway section with curb, gutter, and sidewalks, with planter strip. The project will install an enclosed drainage system. Public Works will be applying for Transportation Improvement Board funding with local match from Developer Mitigation fees and Arterial Street funds. ITEM NO.8 83rd Ave: SR528 to 84 th Street NE The project will widen 83 rd Avenue to a 3-lane roadway section with curb, gutter, and sidewalk. Proposed funding is Developer Mitigation fees, Arterial Street funds, and other state and federal funds as become available. ITEM NO.9 SUNNYSIDE BLVD: 47 th AVE TO 52 nd ST. This project includes widening the existing 2-lane road to a 3-lane section with curb, sidewalks, bike lanes, and planter strips. The City will be seeking funding for this project from State and Federal sources. Public Works constructed interim improvements in the summer of 1999. ITEM NO. 10 SUNNYSIDE BLVD: 52 ND ST TO City Limits This project includes widening the existing 2-lane road to 3-lane section with curb, sidewalks, bike lanes, and planters. The City will be seeking funding for this project from State and Federal sources. Public Works constructed interim improvements in the summer of 1999. ITEM NO. 11 51" AVE. NE: GROVE ST. TO 84 TH ST. The project is the City's portion of the 51" Avenue corridor project. The project will construct a 44-foot roadway section with curb, gutter, sidewalk, and bike lanes. Snohomish County is preparing an environmental impact statement for the corridor from Grove Street to I08 th StreetNE. ITEM NO. 12 STATE AVENUE: 136 TH to 152 ND STREET NE The project will widen the existing 2-lane roadway to a 5-lane roadway with curb, gutter, sidewalk, and planter strip. Public Works will apply for federal and state funding for the project. Localmatch will be Developer Mitigation fees. ITEM NO. 13 BEECH AVE: GROVE STREET TO CEDAR AVENUE This project is the second phase of the Beech Ave improvement plan. The project includes widening, curbs, gutters, sidewalks and drainage improvements. The City will be seeking funding for this project from the state and federal government, Economic Development Block Grand funds, and City funds, Exhibit B page 2 of 4 Updated:June 12, 2002 Adopted: June 24, 2002 ITEM NO. 14 STATE AVE: EBEY SLOUGH TO GROVE STREET The project scope includes minor widening, drainage, resurfacing, curb, gutter and sidewalk. The project will move existing overhead utility facilities. The project will construct decorative illumination and streetscape. Design began in 1999 with construction completion scheduled to begin in 2003.In addition to municipal funds, the City has secured $200,000 of funding from Federal STP funds and $1,600,000 of Transportation Improvement Board funding. ITEM NO. 15 8 TH STREET:CEDAR TO STATE AVENUE Design of this project includes widening to 44-ft section, drainage, curb, gutter, and sidewalks. External funding sources have not been determined at this time. ITEM NO. 16 47 TH AVENUE: 5 TH TO GROVE ST. The project will widen 47th Avenue to a 3-lane roadway section with curb, gutter, and sidewalk. Proposed funding is Developer Mitigation fees, Arterial Street funds, and other state and federal funds as available. ITEM NO. 17 152 nd ST: STATE AVENUE TO CITY LIMITS This project helps meet the City's needs in providing east-west traffic corridors. The design includes construction of a 44-ft roadway, drainage, curbs, gutters and sidewalks. Funding for this project is scheduled to come from developer mitigation, arterial street, and other funds. ITEM NO. 18 88 TH STREET EXTENSION This project fits into the City's plan to provide east-west traffic corridors. The design includes construction in phases depending upon developer activity. Funding for this project is scheduled to come from developer mitigation fees. The design includes the construction of a three-lane roadway, drainage, curb, gutter and sidewalk. ITEM NO. 19 SR5 NORTH MARYSVILLE INTERCHANGE This project proposes to build an interchange with Interstate 5 in the 152 nd to 156'hStreet vicinity. The first phase of the project is the completion of Access Point Decision Report. ITEM NO, 20 SR 528 (64 TH ST NE)&SR 9 INTERSECTION The design includes the signalization for this intersection. Funding for this project is planned to be state sources. ITEM NO. 21 88 TH STREET NE: STATE AVENUE TO 51 sT The project will widen the existing 2-lane roadway to a 3-1ane roadway with curb, gutter, and sidewalk. ITEM NO. 22 51ST AVE.: 84 T H STREET TO 88 TH STREET This project will extend 51 st Avenue NE from 84 th Street NE to 88 th Street NE. City has completed pre-design to assess the feasibility of this project. City will conductjoint environmental review with Snohomish County for project in 2002. ITEM NO. 23 51 sT AVE.:SSTH STREET TO lOSTH STREET This project will widen 51st Avenue NE from 88th Street NE to 108 th Street NE. The project will construct a 44-foot roadway section with curb, gutter, sidewalk and bike lanes. Snohomish County will take the lead in preparing the design report and conducting the environmental review phase for project. Project will include signalization of 88th Street NE and 51 st Avenue NE. ITEM NO. 24 4 TH ST. (SR 52S):COLUMBIA AVE.TO 67TH ST. NE Project will consist intersection improvements at 47th Avenue when WSDOT completes an overlay of the Columbia Avenue to 47th Avenue portion of the roadway. WSDOT re- striped the Columbia to 4ih segment to a five-lane roadway section in 2002 to help cope with the SR 529 Union Slough Bridge Rehabilitation Detour. The project will include re- alignment of Jennings Park entrance to align with 53 rd Street NE.
