A RESOLUTION OF THE CITY OF MARYSVILLE ADOPTING A SIX-YEAR
TRANSPORTATION IMPROVEMENT PROGRAM (2004-2009),INCLUDING AN
ARTERIAL STREET CONSTRUCTION PROGRAM IN ACCORDANCE WITH
THE REGULATIONS OF THE URBAN ARTERIAL BOARD.
WHEREAS,the City Council of the City of Marysville,
Washington,pursuant to RCW 35.77.010,held a public hearing on
June 23,2003 for the purpose of revising and extending its
Comprehensive Six-Year Transportation Program and for the purpose
of adopting an Arterial Street Construction Program in accordance
with the regulations of the Urban Arterial Board;and
WHEREAS,the City Council has reviewed the current status of
City streets and has considered the testimony and exhibits
presented at the public hearing,and finds that the programs
presented by the Public Works Department are in the long-range
best interests of the City;NOW,THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
MARYSVILLE,WASHINGTON AS FOLLOWS:
1.The Comprehensive Six-Year Transportation Improvement
Program (2004-2009)presented to the City Council,copies of
which are on file and open to public inspection at the office of
the City Clerk,is hereby approved and adopted in its entirety.
2.The Six-Year Program for Arterial Street Construction
utilizing urban arterial trust funds in accordance with the
regulations of the Urban Arterial Board,as presented to the City
Council,copies of which are on file and open to public
inspection at the office of the city Clerk,is hereby approved
and adopted in its entirety.
3.The City Clerk is hereby directed to file copies of
said Programs with the Secretary of Transportation and the Urban
Arterial Board.

2004-2009 SIX YEAR TRANSPORTATION PLAN
PROGRAM NARRATIVE
ITEM NO.1 67th AVENUE NE: SOUTH CITY LIMITS TO SR 528
The proposed project will construct 8-foot shoulders on 6ih Avenue in areas lacking curb,
gutter, and sidewalk.
ITEM NO.2 GROVE STREET / ALDER AVENUE SIGNAL
The project will signalize the intersection with pedestrian crossing. This signal may include
interconnection with the signal controller of the Grove Street / State Avenue signal.
ITEM NO.3 SR 5281 47TH AVENUENE INTERSECTION
Reconstruction of intersection to provide additional east-west through lanes and longer turn-
pockets. Work involves installing new traffic signal,increasing turn radii on all four corners,
and widening SR528 east of 47th Avenue.
ITEM NO.4 47TH AVENUE NE 1 3RD STREET INTERSECTION
Signalize the existing four-way stop intersection, and possibly add turn pockets.
ITEM NO.5 SR531/19TH DRIVE NE INTERSECTION
Install a signal at the intersection.
ITEM NO.6 SUNNYSIDEBLVD 1 52ND STREET INTERSECTION
Install a traffic signal, and possibly add channelization and address sight distance.
ITEM NO.7 67TH AVENUE NE 1 84TH STREET NE INTERSECTION
Install a traffic signal with possible pedestrian improvements.
ITEM NO.8 67TH AVENUE 1 GROVE STREET INTERSECTION
Widen the eastbound approach to three lanes.
ITEM NO.9 STATE AVENUE NE 1 SR 528 INTERSECTION
Install eastbound right turn lane.
ITEM NO. 10 SR531/27TH AVENUE NE INTERSECTION
Signalize the intersection with possible additional channelization.
ITEM NO. 11 STATE AVENUE: 100TH STREET NE TO 116TH STREET NE
Widen to a five-lane section with curb, gutter and sidewalk. Replace the Quilceda Creek
culvert and embankment with a bridge or a new culvert,embankment and retaining walls.

ITEM NO. 12 STATE AVENUE:116TH STREET NE TO 136TH STREET NE
The project will reconstruct State Avenue to a 3 lane roadway section with curb, gutter,
sidewalk, and planter strip on the west side and open drainage ditch on the East side of the
roadway. When development occurs on the East Side of State Avenue, the developer will be
required to widen the roadway to the 5-lane roadway section with curb, gutter, sidewalk, and
planter strip. The project is funded with Transportation Improvement Board, ISTEA, and
Growth Management funds. The construction is anticipated to be complete in 2004.
ITEM NO. 13 116TH STREET NE:INTERSTATE-5 TO STATE AVENUE
The project will widen 116'h Street from a 2-lane roadway section to a 5-lane roadway section
with curb, gutter, and sidewalks, with planter strip. The project will install an enclosed
drainage system. Public Works will be applying for Transportation Improvement Board
funding with local match from Developer Mitigation fees and Arterial Street funds.
ITEM NO. 14 STATE AVENUE:136TH ST. NE TO 152ND ST. NE
The project will widen the existing 2-lane roadway to a 5-lane roadway with curb, gutter,
sidewalk, and a planter strip. The project is funded with Transportation Improvement Board
and Growth Management funds.Staff will apply for Federal ISTEA funds for the project.
The balance of the local match is anticipated to be Growth Management funds.
ITEM NO. 15 STATE AVENUE:GROVE STREET TO 1ST STREET
The project scope includes minor widening, drainage, resurfacing, curb, gutter and sidewalk.
The project will move existing overhead utility facilities. The project will construct
decorative illumination and streetscaping. Construction is scheduled to begin in 2003. In
addition to municipal funds, the City has secured $200,000 of Federal ISTEA funding and
$1,600,000 of Transportation Improvement Board funding.
ITEM NO. 16 SR 528:ALLEN CREEK BRIDGE TO 53RD AVENUE NE
This work involves widening SR528 to provide four lanes of travel from the vicinity of the
Allen Creek Bridge easterlyto 53rd Avenue, including a new entrance to Jennings Park.
ITEM NO. 17 51ST AVENUE NE:GROVE ST.TO 84TH ST. NE
The project proposes to construct a 44-foot roadway section with curb, gutter, sidewalk, and
bike lanes. Snohomish County is preparing an environmental impact Statement for the
corridor from Grove Street to I08
th Street NE.
ITEM NO. 18 88TH STREET NE EXTENSION
This project proposes to provide another east-west traffic corridor. The project is being
constructed in phases from the 7400 block up to the intersection of83 rd Avenue as developer
activity occurs. The City will likely need to complete the portion through the lowlands from
67th Avenue east to the 7100 block. Funding for this project is scheduled to come from
developer mitigation fees and yet to be identified external funding sources. The urban minor
arterial configuration includes the construction of a three-lane roadway, drainage, curb, gutter
and sidewalk.

ITEM NO. 19 INTERSTATE-5 NORTH MARYSVILLE INTERCHANGE
This project proposes to build a new interchange in the I52
nd to 156
th Street vicinity. The first
phase of the project is the completion of Access Point Decision Report necessary to complete
the environmental review and proceed into construction plans, specifications and estimate.
ITEM NO. 20 ANNUAL STREET OVERLAY PROGRAM
This project is a continuation of the City's annual pavement maintenance and preservation
program utilizing Arterial Street funds.
ITEM NO. 21 SR-528 I SR-9 INTERSECTION
Install a signal and possibly add channelization. It is anticipated that private development will
design, construct and fund the project as required by Washington State Department of
Transportation to mitigate traffic impacts.
ITEM NO. 22 88TH STREET NE:STATE AVENUE TO 67TH AVENUE NE
The project will widen the existing 2-lane road to a 3-lane roadway with curb, gutter, and
sidewalk. This project involves the acquisition of additional right-of-way.
ITEM NO. 23 51ST AVENUE:84TH STREET NE TO 88TH STREET NE
This project will extend 51st Avenue NE from 84
th Street NE to 88
th Street NE. The project
proposes to construct a 44-foot roadway section with curb, gutter, sidewalk and bike lanes.
Considerable additional right-of-way acquisition is required including possible displacement
of residents. City has completed pre-design to assess the feasibility of this project. The City
plans to conduct a joint environmental review with Snohomish County.
ITEM NO. 24 51ST AVENUE:88TH STREET NE TO 108TH STREET NE
This project will widen 51st Avenue NE from 88
th Street NE to 108
th Street NE. The project
will construct a 44-foot roadway section with curb, gutter, sidewalk and bike lanes.
Snohomish County will take the lead in preparing the design report and conducting the
environmental review phase for project. Project will include signalization of ss"Street NE
and 51st Avenue NE.
ITEM NO. 25 51ST AVENUE NE I 152ND STREET NE INTERSECTION
Signalize the intersection with possible additional channelization.
ITEM NO. 26 67TH AVENUE NE 1100TH STREET NE INTERSECTION
Install a traffic signal with possible additional channelization.
ITEM NO. 27 STATE AVENUE DEBT SERVICE
Anticipated yearly debt payments necessary to provide some of the local match funding to pay
for the Item #14 and #17 projects listed above.
