WHEREAS,the City Council of the City of Marysville is interested in promoting quality economic development that will provide benefit to its citizens and community: WHEREAS,the City Council has completed an economic development strategy to address key topical areas and goals, and has created various subcommittees to address these areas including 1) Image and Identity, 2) Land Use &Permitting,3) Business Attraction and Retention,4)Tourism and Recreation and 5)Workforce Education and Development. WHEREAS,the Land Use and Permitting subcommittee has forwarded a series of recommendations to the Council relating to the Community Development Department that it believes will result in improved customer service and performance within the Department which will ultimately result in a more attractive business climate within the city of Marysville; NOW THEREFORE BE IT RESOLVED,by the City Council of the City of Marysville, Washington as follows: 1.The attached committee report and recommendations are to be implemented by the Community Development Department. 2. The Community Development Director is directed to monitor performance and report results and progress to the City Council and Land Use and Permitting Committee.An annual written report will be produced for distribution to the Council and public on permit timelines and turnarounds. Committee Recommendations to Council The Community Development Department needs to commit to the following values: •Superior customer service •Continuous improvement • Fun • Solve problems rather than throw up roadblocks • Hard work and productivity • Quality and value • Respect,honesty and integrity Superior Customer Service This will be a key element of Marysville's regulatory reform effort. None of the other steps will yield success unless an improved customer service ethic is instilled in the staff members. This will require several elements: • Identify permit applicants as your customers who need assistance and guidance.Permit applicants must be treated just like other businesses must treat their customers. •Superior customer service involves prompt communication and response to questions. Set a goal of responding to all customer service questions within 24 hours. 1 .'• f •Establish turnaround times, and make individual staff members responsible and accountable for maintaining the permit application turnaround times for their assigned projects. • Establish a work ethic in which delays are considered just as unacceptable to staff as they are to the permit applicants,and in which the customer concerns and needs actually matter. • Establish guidelines as to when enough review is enough review. As an example, in other cities like Renton that implemented effective regulatory reform, this took the form of what was called "the 80% rule."It was recognized that 80%of the time and effort was being dedicated to the last 20%of improvements in a project. Very often, this last 20% was subjective-improvements in the eye of the reviewer. They determined that expending 80% of the time and effort on the final 20%of the improvements was placing them in a situation in which the ends did not justify the means, both in terms of invested staff resources and actual value added to the project. They therefore established rules governing at what point in the review process new review comments would no longer be accepted or new information requested (unless there was a demonstrated major unforeseen need, and in these cases the reviewer would be taken to task for not foreseeing this need earlier in the review process). •Establish staff accountability:Meeting turnaround targets is an important element of the staff member's annual performance review. Continued failure to meet these targets could subject the staff member to corrective actions. 2 ~--------------------------------------- ! ., •Establish a sense of staff advocacy for the permit they are reviewing. Create an approach in which staff uses their skills to resolve problems and becomes solution oriented in their communications with permit applicants. Continuous Improvement • Create a culture where we are always seeking to improve. • Set high goals that support department objectives. • When these goals are met, celebrate. • While celebrating, begin to think about what the next goal is so that the following day we are back on the job looking for more improvement. • Create an environment in which it is unacceptable to say "But this is how we've always done it." Fun • All this hard work and accomplishment will happen faster and better in an atmosphere that is fun. • Place heavy emphasis on celebrating when milestones, or even a big deadline, are met. •"Find things to celebrate." •Celebration needs a budget item. Solve problems rather than throw up roadblocks •Staff needs to be a partner in finding solutions with the applicant. • Suggest solutions instead of merely saying the proposal can't be done. 3 ------------------- ., -----------------~~ Hard work and productivity • Strive to create as productive a work environment as possible to make the best use of resources. Refer to the 80/20 Rule: In general, 80%of the work is done in 20%of the time. •Eliminate bottlenecks and time-wasting practices. Quality and value • Create an atmosphere that rewards those who get the job done in a manner that considers quality and value of service.Following each review and permit phase, a customer comment card should be provided to applicants to provide feedback to the department director on employee service and response during the permit process. • Remember: Someone ultimately pays for the product other than the applicant. "No one deserves to be abused." 4 ---------------- Specific Recommendations I. Create a thorough pre-application process to provide accurate information that meets the needs of the specific customers and addresses the goals of the city. 2. Senior level staff accepts applications and checks for completeness. 3. Processing costs a. Make sure that fees cover costs. b. Make sure that applicants get what they pay for. Minimize interruptions and maximize productivity. c. The city should consider measures to address peak permit and plan workloads such as overtime and outsourcing in order to continue to meet turnaround targets. 4. Processing goals a. Set goals for processing and strive to improve. b.Monitor data continuously. c. Post and publicize data. 5. Letter of completeness a. Predictable. b. Date-specific. c. See examples of Renton's letter of completeness (Appendix A). 6. Establish deadline for comments andnew information request as per Renton. 7. Be solution oriented. 8. Follow-up report card from applicant directed to Community Development Director- monitor and save. 5 9.Merit system for staff performance tied to quantitative criteria that support the overall objective. 10.Ensure sufficient staff and resources to achieve mission. 11.Consider incentives to encourage commercial development. a.Pre-submittal fee applied to overall application fee once application is received. b. Tiered traffic impact fee system for downtown developments. c.Advance environmental reviews for targeted areas performed by the City. 12. The Fire Department has informally reviewed the roadway plan dated December 11,2002 and has determined that the secondary access to the plat Is acceptable as proposed. Comments have been made,however.that the proposed vertically stacked lots (i.e., lots 6 through 14. 33 through 37, 41 through 49) do not comply with the CIty's Subdivision Regulations.
