A RESOLUTION OF THE CITY OF MARYSVILLE HONORING
MICHAEL LEIGHAN,COUNCILMEMBER.
WHEREAS,MICHAEL LEIGHAN served the City of Marysville as an elected
member of the City Council from January, 1992 through December, 2003; and
WHEREAS,the City gratefully acknowledges the benefits which it has received
from Councilmember Leighan's dedication to public service, and desires to memorialize
Councilmember Leighan's accomplishments by means of this Resolution;NOW,
THEREFORE,
THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON,hereby
commends and honors Michael Leighan for the following outstanding achievements
during his term of office:
1. Public Safety: Through his efforts on the Marysville Fire Board and Police
Advisory Committee, he provided support and encouragement to the Police
Department and Fire District in building professionally qualified,competent
and efficient departments.
2.Public Facilities: During his tenure, the City made the following improvements
to the City's public facilities - a new library, remodel of two City Hall facilities,
golf course reconstruction, new pro shop, new restaurant facility, a new senior
center, Marysville Community Campus and a new 800 MHZ Communication
System.
3. Parks and Recreation: Through the remodel of Cedarcrest Golf Course, Pro
Shop and restaurant, and acquisition of Strawberry Fields,Waterfront Park
property,Peace Park,Skateboard Park and numerous other parks as well as
continued dedication and support of the Parks and Recreation programs
Councilmember Leighan has enhanced quality of life in Marysville.
4.Public Street and Utilities: A wide-range of public street and utilities projects
were undertaken during Councilmember Leighan's years of dedication to the
City of Marysville. These include but are not limited to SR 528 Improvements,
88th Street N.E.Improvements,State Avenue Improvements,Wastewater
Treatment Facility Improvements and Deep Water Outfall, Water
Transmission Main from Everett to Marysville, the new Getchell Reservoir,
and Ash Avenue Park and Ride.

5.Interlocal Cooperation:During his terms in office Councilmember Leighan
helped usher in a new era of cooperation between the City of Marysville and
surrounding jurisdictions through the implementation of numerous and wide-
ranging interlocal agreements.These include agreements with the Tulalip
Tribes of Washington,City of Everett,City of Arlington,City of Lake Stevens,
Lake Stevens Sewer District and Snohomish County PUD.
6.Boards &Committees:Councilmember Leighan has been the City's
representative to many boards and committees both locally and regionally
during his tenure as Councilmember.These include RUSA Committee,
Public Works Committee,Budget Committee,Building/Facilities Committee,
CitylTribes Committee,Economic Development Committee,Fire Board,
Police Advisory Committee,and Governmental Affairs Committee.
7.Financial Stability:Throughout a period of increasing pressure on public
finances,Councilmember Leighan has assisted the City in maintaining sound
fiscal policies which have resulted in financial stability.

December,2003.
