A RESOLUTION OF THE CITY OF MARYSVILLE ADOPTING A SIX-YEAR
TRANSPORTATION IMPROVEMENT PROGRAM (2005-2010)
WHEREAS,the City Council of the City of Marysville,Washington,
pursuant to RCW 35.77.010,held a public hearing on June 28,2004 for
the purpose of revising and extending its Comprehensive Six-Year
Transportation Program;and
WHEREAS,the City Council has reviewed the current status of City
streets and has considered the testimony and exhibits presented at the
public hearing,and finds that the programs presented by the Public
Works Department are in the long-range best interests of the City;NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYSVILLE,
WASHINGTON AS FOLLOWS:
1.The Comprehensive Six-Year Transportation Improvement Program
(2005-2010)presented to the City Council,copies of which are on file
and open to public inspection at the office of the City Clerk,is hereby
approved and adopted in its entirety.
2.The Six-Year Transportation Improvement Program as presented
to the City Council,copies of which are on file and open to public
inspection at the office of the City Clerk,is hereby approved and
adopted in its entirety.
3.The City Clerk is hereby directed to file copies of said
Programs with the Secretary of Transportation.

SUBJECT: 2005-2010 Transportation Improvement Plan (TIP)
Per our conversation this morning, I am transmitting to you the enclosed revised Attachments #1, 2
and 3 of the subject agenda bill.
Council passed Resolution #2122 approving the TIP, contingent to adding the 4
th Street /Interstate
5 Interchange improvement project. The enclosures reflect this addition by adding TIP Item #26.
We agreed that your office will enclose the three attachments with the resolution (transmitted to
you electronically earlier today), then distribute to department heads and Council members. The
GIS Group will also be locating the revised TIP on the City's website located at
ci.marysville.wa.us/public works/engineering.

2005-2010 SIX YEAR TRANSPORTATION PLAN
PROGRAM NARRATIVE
ITEM NO.1 SR 528 / 47TH AVENUE NE INTERSECTION
Reconstruction of intersection to provide additional east-west through lanes and longer tum-
pockets. Work involves installing new traffic signal, and increasing tum radii on all four
comers.
ITEM NO.2 84TH STREET NE / 67TH AVENUE NE INTERSECTION
Developer project will install a traffic signal with possible pedestrian improvements to
mitigate the impacts of residential development traffic.
ITEM NO.3 3RD STREET / 47TH AVENUE NE INTERSECTION
Signalize the existing four-way stop intersection, possibly add turn pockets,and coordinate
signal timing with 4
th Street/47 th Avenue intersection to improve north/south traffic flow.
ITEM NO.4 52ND STREET NE / SUNNYSIDE BLVD. INTERSECTION
Install a traffic signal, and possibly add channelization.
ITEM NO.5 GROVE STREET / 67TH AVENUE NE INTERSECTION
Widen the eastbound approach to three lanes (right tum, through, and left tum lanes.)
ITEM NO.6 STATE AVENUE NE / SR 528 INTERSECTION
Install eastbound right tum lane. Likely will be dependent on the redevelopment of adjacent
property required to dedicate necessary right-of-way to make this improvement.
ITEM NO.7 GROVE STREET / ALDER AVENUE SIGNAL
The project will signalize the intersection with pedestrian crossing. This signal may include
interconnection with the signal controller of the Grove Street / State Avenue signal.
ITEM NO. 8 STATE AVENUE: 116TH STREET NE TO 136TH STREET NE
The project will construct curb, gutter and sidewalk on the west side, widen to a 3-lane
section, with eventual developer frontage improvements on the east side providing a 5 lane
roadway section.
ITEM NO.9 STATE AVENUE: 136TH STREET NE TO 152ND STREET NE
The project will widen the existing 2-lane roadway to a 5-lane roadway with curb, gutter, and
sidewalk.

ITEM NO. 10 116TH STREET NE:INTERSTATE-5 TO STATE AVENUE
The project will widen II6
th Street from a 2-lane roadway section to a 5-lane roadway section
with curb, gutter, and sidewalks. North half to be constructed by a developer in the near
future, with the south half constructed via City capital project, developer improvements, or
some other means in the future.
ITEM NO. 11 SR 528:ALLEN CREEK BRIDGE TO 53RD AVENUE NE
This project will rechannelize SR528 to four general purpose lanes and modify entrance to
Jennings Park. This is one of the last stages in order to provide a full 5 lane roadway section
from Interstate 5 to the eastern City limits near SR 9.
ITEM NO. 12 STATE AVENUE:100TH STREET NE TO 116TH STREET NE
This project will provide a 5 lane roadway section, add gutter, gutter and sidewalk, and
replace the Quilceda Creek culvert and embankment overcrossing with a bridge or a new
culvert, embankment and retaining walls.
ITEM NO.13 152ND STREET NE:INTERSTATE-5 TO 67TH AVENUE NE
This project will add one general purpose lane each direction with dual left turn lane, bike
lanes, and curb, gutter &sidewalk.
ITEM NO. 14 51ST AVENUE NE: 152ND STREET NE TO 172ND STREET NE
This project will add one general purpose lane each direction with dual left turn lane, bike
lanes, and curb, gutter &sidewalk.
ITEM NO. 15 SUNNYSIDE BOULEVARD,47TH AVE.NE-52ND ST. NE
This project will add one general purpose lane each direction with middle dual left turn lane,
bike lanes, and curb, gutter &sidewalk.
ITEM NO. 16 88TH STREET NE EXTENSION:68TH AVE.TO 74TH AVE.
Construct a new roadway alignment through the Grace Creek basin consisting of 2 lanes, curb,
gutter and sidewalk. Coupled with developer roadwayconstruction to the east, this will
provide connections from 67
th Avenueto SR 9 as an alternate, preferred, route to the existing
84th Street NE corridor.
ITEM NO. 17 INTERSTATE-5 NORTH MARYSVILLE INTERCHANGE
This project proposes to build a new interchange in the l52
nd Street NE vicinity. The first
phase of the project is the completion of Access Point Decision Report necessary to complete
the environmental review and proceed into construction plans, specifications and estimate
assumedly for Concept 2A.
ITEM NO. 18 ANNUAL STREET OVERLAY PROGRAM
Miscellaneous locations determined and prioritized bythe existing pavement condition.

Install signal, widen intersection legs, and raise profile of SI st Avenue.
ITEMNO. 21 67TH AVENUE:108THSTREETNE TO 132NDSTREETNE
This project proposes to reconstruct the roadbed and surface the existing 2-lane roadway.
ITEMNO. 22 67TH AVENUE:152NDSTREETNE TO 172NDSTREET NE
The proposed project will provide one general purpose lane each direction with a dual left tum
lane, bike lanes, and curb, gutter &sidewalk.
ITEM NO. 23 51ST AVENUENE I 152ND STREETNE INTERSECTION
Install a traffic signal,possibly add channelization.
ITEM NO. 24 67TH AVENUENE 1100TH STREETNE INTERSECTION
Install a traffic signal, and possibly channelization.
ITEMNO. 25 51ST AVENUE:84TH STREETNETO 88TH STREETNE
Perform the environmental review and design for a new roadway alignment of a 44-foot wide
roadway section with curb, gutter and sidewalks.
ITEMNO. 26 4TH STREET I INTERSTATE5 INTERCHANGE
Increase capacity by additional channelization and possibly a larger overpass.
ITEMNO. 27 88TH STREETNE: STATE AVENUETO 67TH AVENUE NE
The project will widen the existing 2-lane road to a 3-lane roadway with curb, gutter and
sidewalks. Also will make improvements of some type at arterial intersections
ITEMNO. 28 STATEAVENUEDEBTSERVICE
Yearly debt payments necessary to provide a portion of the local match funding to pay for the
State Avenue,Grove Street to First Street project.
