HomeMy WebLinkAboutR-2185 - Adopting a Six-year Transportation improvement program (2007-2012)CITY OF MARYSVILLE Marysville.Washington RESOLUTION NO...:l1 g-S:- A RESOLUTION OF THE CITY OF MARYSVILLE ADOPTING A SIX-YEAR TRANSPORTATION IMPROVEMENT PROGRAM (2007-2012) WHEREAS,the City Council of the City of Marysvill e,Washington, pursuant to RCW 35.77.010,held a public hearing on Ju ly 10,2006 for the purpose of revising and extending its Comprehensive Six -Year Transportation Program;and WHEREAS,the City Council has reviewed the current status of City streets and has considered the testimony and exhibits presented at the public hearing,and finds that the programs presented by the Public Works Department are in the long -range best interests of the City;NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYSVILLE, WASHINGTON AS FOLLOWS: 1.The Comprehensive Six-Year Transportation Improvement Program (2007-2012)presented to the City Council,copies of which are on file and open to public inspection at the office of the City Clerk,is hereby approved and adopted in its entirety. 2.The Six-Year Transportation Improvement Program as presented to the City Council,copies of which are on file and open to public inspection at the office of the City Clerk,is hereby approved and adopted in its entirety. of 3.The City Clerk is hereby directed to file copies of said Programs with the Secretary of Transportation. TO 10TH ST. Install curb, gutter and sidewalk at existing gaps in the vicinity of Liberty Elementary and Marysville Middle Schools. ITEM NO.2 STATE AVENUE SIDEWALK: 80TH ST. NE TO 88TH ST. NE Install sidewalk on the west side of State Avenue adjacent to railroad. ITEM NO.3 SR 528 I 47TH AVENUENE INTERSECTION Reconstruction of intersection to provide additional east-west through lanes and longer turn- pockets. Work involves installing new traffic signal, and increasing turn radii on all four corners. ITEM NO.4 3RD STREET I 47TH AVENUENE INTERSECTION Signalize the existing four-way stop intersection,add turn pockets and through lanes, and coordinate signal timing with 4 th Street/47'h Avenue intersection to improve traffic flow. ITEM NO.5 ARTERIAL IMPROVEMENTS FOR TRANSPO COMP PLAN Allows City staff the ability to credit traffic mitigation fees to developers for select arterial road connections that do not directly benefit a particular land development action. ITEM NO.6 STATE AVENUENE / SR 528 INTERSECTION Install eastbound right turn lane. Likely will be dependent on the redevelopment of adjacent property required to dedicate necessary right-of-way to make this improvement. ITEM NO.7 GROVE STREET / ALDER AVENUESIGNAL The project will signalize the intersection with pedestrian crossing. ITEM NO. 8 STATE AVENUE: 116TH STREET NE TO 136TH STREET NE Install additional 2 lanes, curb, gutter and sidewalk to the 3-lane roadway improvement currently under construction for the ultimate 5-lane roadway section. ITEM NO.9 STATE AVENUE: 136TH STREET NE TO 152ND STREET NE The project will widen the existing 2-lane roadway to a 5-1aneroadway with curb, gutter, and sidewalk. Attachment #1 page 1of4 Updated:07/12/2006 Recommended for Adoption:07/10/2006 ITEM NO. 10 116TH STREET NE: INTERSTATE-5 TO STATE AVENUE The project will install additional 2 lanes on the south side with curb, gutter, and sidewalk to the 3-lane roadway section currently under construction,for the ultimate a 5-lane roadway section. ITEM NO. 11 SR 528: ALLEN CREEK BRIDGE TO 53RDAVENUENE This project will rechannelize SR528 to four general purpose lanes and modify entrance to Jennings Park. This is one of the last stages in order to provide a full 4/5 lane roadway section from Interstate 5 to the eastern City limits. ITEM NO. 12 STATE AVENUE: 100TH STREET NE TO 116TH STREET NE This project will provide a 5 lane roadway section, add gutter, gutter and sidewalk, and replace the Quilceda Creek culvert and embankment with a bridge. ITEM NO. 13 SUNNYSIDE BOULEVARD:47TH AVE.NE TO 52 ND ST. NE This project will add a minimum of one general purpose lane each direction with middle dual left tum lane and tum pockets, bike lanes, and curb, gutter &sidewalk. The signalization of the 52 nd Street intersection is included in this project. ITEM NO. 14 INGRAHAM BOULEVARD:68TH AVE.NE TO 74TH DR. NE Construct a new roadway alignment through the Grace Creek basin consisting of a minimum of 2 lanes, curb, gutter and sidewalk. Coupled with developer roadway construction to the east, this project will replace the 84 th Street NE corridor as the route between 6ih Avenue NE and State Route 9. ITEM NO. 15 156 TH STREET NE RAILROAD OVERCROSSING A new bridge is proJ'0sed for the safe passage of traffic over the Burlington Northern - Santa Fe Railroad at 156 Street NE. Since the at-grade railroad crossing has been deleted, this project is needed for improved access in and out of the Lakewood Annexation area. ITEM NO. 16 ANNUALSTREET OVERLAYPROGRAM Miscellaneous locations determined and prioritized by existing pavement condition ratings. ITEM NO. 17 88TH STREET NE: STATE AVENUETO 67TH AVENUENE Proposed joint Snohomish County/Marysville project to widen the existing 2-lane road to a 3- lane and/or 5-lane roadway with curb, gutter and sidewalks. Also provide capacity improvements at arterial intersections. ITEM NO. 18 SR 528(4TH STREET) /INTERSTATE 5 INTERCHANGE Proposed joint Marysville/Washington State Department of Transportation project to increase capacity by possibly adding through lanes and tum pockets, ramp improvements,and a larger overpass. Attachment #1 page2 of 4 Updated:07/12/2006 Recommended for Adoption:07/10/2006 ITEM NO. 19 122ND PLACE NE/ 51ST AVENUE NE INTERSECTION This Snohomish County project will change the vertical profile of 51st Avenue to provide adequate sight distance, install a signal, widen intersection legs, and install a new Quilceda Creek cuIvert. ITEM NO.20 67TH AVENUE:108THSTREET NETO 152ND STREET NE Snohomish County proposes to reconstruct the roadbed and pavement of the existing 2-lane roadway in conjunction with the Marysville Waterrnain Extension project. ITEM NO.21 51ST AVENUE NE/152ND STREET NE INTERSECTION Proposed Snohomish County project to install a traffic signal and possibly provide additional channelization. ITEM NO.22 67TH AVENUE NE/ 100THSTREET NE INTERSECTION Proposed Snohomish County project to install a traffic signal, and possibly provide additional channelization. ITEM NO.23 51ST AVENUE NE: 84TH STREET NE TO 88TH STREET NE Proposed Snohomish County project to construct a new roadway segment with curb, gutter and sidewalks. Also include improvements to 80 th Street NE between State Avenue and 51 51 Avenue to accommodate increased traffic flows resulting from the 51st Avenue extension. ITEM NO.24 SR531 LAKEWOOD SCHOOLS SIDEWALKS The Washington State Department of Transportation will construct a sidewalk through a small business district and adjacent to Lakewood schools on the south side of State Route 531 (In"d Street NE) to increase pedestrian safety. ITEM NO.25 SR529EBEYSLOUGH BRIDGE REPLACEMENT The Washington State Department of Transportation will replace the existing swing-span bridge with new 4-lane fixed-span bridge. ITEM NO.26 116 TH STREETIINTERSTATE 5 INTERCHANGE The Tulalip Tribes are the lead agency to reconstruct the existing interchange into a single point urban interchange. ITEM NO.27 SR 531(l72ND ST. NE)IINTERSTATE5INTERCHANGE Phase 2 of the Washington State Department of Transportation improvement project, adding an eastbound to southbound loop ramp and other ramp improvements to the widened bridge. ITEM NO.28 PARK-AND-RIDE LOTS Community Transit is planning to construct two park-and-ride lots within or near the Marysville Urban Growth Area. The northern lot is approximately 250 -350 stalls, and the south lot is proposed to be 300-400 stalls.
