NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF MARYSVILLE,WASHINGTON,AS FOLLOWS:
WHEREAS,RCW 84.55.050 authorizes the voters of the City to permit the levy of
propertytaxes in excess of the 101%levy limitation established in RCW 84.55.0101; and

Section 1.Levy Lid Lift. For the reasons set forth above, it is hereby found and
declared that the Marysville City Council is requiring the submission to the qualified electors of
the City of Marysville a proposition to determine whether the City shall levy regular property
taxes in excess of the limitations established in RCW 84.55.0101, at an election to be held on
November 7, 2006, in conjunction with the state general election to be held on the same date.
The purpose of this proposed levy lid lift is to provide funding for fire protection, prevention and
emergency medical services pursuant to the Joint Operating Agreement between the City of
Marysville and Snohomish County Fire Protection District No. 12. The Auditor of Snohomish
County, as ex-officio Supervisor of Elections in Snohomish County, Washington, is hereby to
call and conduct said election and to submit to the qualified electors of the City for their approval
or rejection, a proposition to authorize permanently increasing the current regular property tax
WHEREAS,the conditions set forth above create the need which requires the holding of
an election in the City on November 7, 2006, in conjunction with the state general election to be
heldon the same date;
WHEREAS,the Marysville City Council, deems it to be essential and necessary for the
protection of the health and life ofthe residents of the City that the City, by and through the Joint
Operating Agreement, to provide adequate fire and emergency medical services. The accelerated
demands for, and increasing cost of providing these services will necessitate the expenditure of
revenues for staffing, maintenance, operations and equipment in excess of those which can be
provided by the City's regular property tax revenue levied at the current property tax levy rate;

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MARYSVILLE, WASHINGTON, PROVIDING FOR THE SUBMISSION TO
THE QUALIFIED ELECTORS OF THE CITY OF A PROPOSITION
AUTHORIZING A LEVY LID LIFT TO PERMANENTLY INCREASE THE
CURRENT PROPERTY TAX LEVY RATE TO AN AMOUNT NOT TO
EXCEED $2.22 PER $1,000.00 OF ASSESSED VALUATION FOR
COLLECTION BEGINNING IN 2007, AND TO INCREASE THE PROPERTY
TAX LEVY EACH YEAR FOR GENERAL CITY PURPOSES, AS ALLOWED
BY CHAPTER 84.55 RCW; AND SETTING FORTH THE BALLOT
PROPOSITION THEREFOR.
WHEREAS,pursuant to the Agreement for Joint Operation of Fire and Emergency
Medical Services ("Joint Operating Agreement") by and between the City of Marysville and
Snohomish County Fire Protection District No. 12("District") for the provision of fire protection
and emergency aid services, the City of Marysville is required to contribute an amount equal to
the District's annual levy rate times the City's assessed value; and

levy rate to $2.22 per $1,000.00 of assessed valuation for collection beginning in 2007, and
increase the levy each year for general City purposes,as allowed by Chapter 84.55 RCW.
Section 2. Use of Funds.Upon approval by the voters of the proposition hereinafter set
forth, the City may use the proceeds of such levy for fire protection,prevention and emergency
medical services pursuant to the Joint Operating Agreement between the City of Marysville and
Snohomish County Fire Protection District No. 12, and for general City purposes.
Section 3.Ballot Proposition.The City Clerk is hereby authorized and directed, not
less than 45 days prior to the general election date requested hereunder,to certify a proposition
to the auditor of Snohomish County, as ex-officio Supervisor of Elections in Snohomish County,
Washington,in substantially the following form:

The Marysville City Council passed Resolution No.2/8fa concerning a
permanent levy lid lift pursuant to Chapter 84.55 RCW.
This proposition would raise an additional $0.30 per thousands dollars of assessed
valuation for purpose of funding fire protection and emergency medical services
in addition to current funding for general City purposes,by permanently
increasing the current property tax levy rate to an amount not to exceed $2.22 per
$1,000.00 of assessed valuation for collection beginning in 2007,which amount
would be used to compute the limitations for subsequent levies,subject to any
otherwise applicable statutory dollar limitations.

Section 4.Severability.If any section,sentence,clause or phrase of this resolution
should be held to be invalid or unconstitutional by a court of competent jurisdiction,such
invalidity or unconstitutionality shall not affect the validity or constitutionality of any other
section,sentence,clause or phrase of this resolution.
