A RESOLUTION OF THE CITY OF MARYSVILLE CONFIRMING ITS COMMITMENT TO
WORKING WITH REGIONAL AGENCIES TO ADDRESS ODOR AIR QUALITY
COMPLAINTS ACROSS BOUNDARIES
WHEREAS, the City of Marysville, the City of Everett, Snohomish County, local fire districts
and agencies and the Puget Sound Clean Air Agency have a long history of working together to
solve local and regional issues; and
WHEREAS, the citizens of the City of Marysville and the State of Washington, through local
and state law, have shared goals to preserve the natural environment, to provide for responsible
economic development and to provide for the built environment; and
WHEREAS, over the years, the City of Marysville has received numerous complaints
concerning severe offensive odors relating to the Cedar Grove composting facility located at
3640 34th Avenue NE in Everett, Washington, just south of the City of Marysville boundary;
WHEREAS, the City Council finds that it is in the best interest of the citizens and businesses of
the City to continue to work with these regulatory partners to address Cedar Grove and other
odor emission and air quality management issues across jurisdictions; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYSVILLE,
WASHINGTON AS FOLLOWS:
1. That the City and its staff are directed to participate in local, regional and state initiatives
and programs to establish, educate the public regarding, and enforce meaningful and
measureable air quality and odor standards;
2. That the City and its staff participate to review and comment on air quality and odor
regulations as may be proposed from time to time by regulatory agencies such as Puget
Sound Clean Air Agency;
3. That the City and its staff intervene or seek amicus curiae status in the pending Cedar
Grove air quality and odor enforcement proceedings;
4. That City staff report to the city council from time to time concerning such actions the
council might take or authorize to insure that the City aid in preserving regional and local
air quality, reducing pollution and offensive odors to preserve the natural environment,
aid in economic development, and provide for a healthful and pleasant built environment
for the citizens of Marysville.
