AN ORDINANCE OF THE CITY OF MARYSVILLE,
WASHINGTON,AMENDING THE COMPREHENSIVE PLAN'S
TRANSPORTATION ELEMENT TO REFLECT ADDITIONS TO
TIlE STREET CAPITAL FACILITIES PLAN AND AMENDING
THE 2007 BUDGET TO RErLECT ADDITIONAL REVENUES
FROM THE INCREASED PROPORTIONATE SHARE AMOUNT
OF TRAFFIC IMPACT FEES.
WHEREAS,as one ofthe cities in Snohomish County,the City ofMarysville is
required under RCW 36.70A Ll0(4)(a)to review ami,ifneeded,revise its comprehensive
plan and development regulations to ensure that the plan and regulations comply with the
Growth Management Act (GMA);and
WHEREAS,in the process of adopting an initial subarea plan for the East
Sunnyside/Whiskey Ridge area, the City of Marysville has added two projects to the
Transportation Element's street capital facilities plan,which will result in increased project
costs utilized in the assessment of traffic impact fees pursuant to MMC l8B.14.030~and
WIlEREAS,the revisions adopted herein are intended to update the calculation of the
City's traffic impact fees; and
WHEREAS,the Planning Commission conducted public hearings on December 11,
2006 and January 23,2007,and forwarded a recommendation to the City Council to amend
the City's Transportation Element and adopt a secondary traffic impact fee that would apply
only to the Whiskey Ridge subarea boundary:
WHEREAS,the City Council heard concerns from individuals and interest groups
regarding the proposed secondary traffic impact fee who requested that the City instead
address traffic impacts through an update to the existing traffic impact fees assessed city wide;
WHEREAS,the City Council conducted a public hearing onApri123,2007,to
consider amending the Comprehensive Plan's Transportation Element by adopting the
attached Exhibit A as a revision to the Comprehensive Plan's Transportation Element in order

to incorporate additions to the street capital facilities plan resulting from the annexation of the
East Sunnyside/Whiskey Ridge area; and
WHEREAS,the Comprehensive Plan amendment adopted herein is being adopted
concurrently with the amendment ofthe City's 2007 budget, in order to comply with the
Growth Management Act's exception to the one comprehensive plan amendment per year
limitation for amendments to the comprehensive plan's capital facilities element that occur
concurrently with the adoption or amendment ofa city budget, as set forth in RCW
3670A.130(2)(a);
NOW.THEREFORE.THE CITY COUNCIL OF THE CITY OF MARYSVILLE.
WASHINliTON.DO ORDAIN AS FOLLOWS:
SectiolLL Adoption of Transportation Plan Update.
The City Council hereby amends the Comprehensive Plan by adopting revisions to Appendix
A of the Transportation Element,as set forth in the attached Exhibit A.
Section 2. The 2007 Budget,Ordinance No. 2676, is hereby amended to reflect the
additional revenues that are expected to result from the effect that the street capital facility
plan revisions adopted herein will have on the proportionate share amount oftraffic impact
fees.

APPENDIX A
The City's transportation impact fee shall be calculated in accordance with the formula
established in Table I of Section 188.14.030 MMc.Traffic impact fee,as follows.
Step 1:Calculate total transportation plan costs (20-year)
Step 2:Subtract costs assigned to other agencies ::0 total City of Marysville
casts.
Step 3:Subtract city-funded non-capacity projects from total City of
Marysville costs.
Step 4:Subtroct LIDor other separate developer funding sources +capacity
added projects.
Step 5:Subtract city shore for external capacity added traffic.
Step 6:Calculate applied Discount.
The fee amount resulting from Step 6 is the impact fee payment.
The following tables represent the City of Marysville's Committed Transportation Projects,
Recommended 6-yeor Improvements,Recommended 20-year Improvements and
General Obligation Bond Debt Service that can be utilized to calculate the maximum
potential traffic impact fee funding,

Therefore,the resultant traffic impact fee cost per PM Peak Hour Trip is based on the
maximum potential impact fee funding ($188,204,000)divided by the total new PM Peak
Hour Trips 112.935),totaling $14,550 per PM Peak Hour Trip minus an applied discount as
approved.

The Council approved an applied discount of approximately 86% for commercial projects
and 56%for residential projects.CalculatJng the recommended applied discount would
result in the following traffic impact fee that would be collected per PM Peak Hour Trip:
