A.PARTIES OF THE AGREEMENT
This Project Grant Agreement (Agreement)is entered into between the Interagency Committee for
Outdoor Recreation (lAC), P.O, Box 40917,Olympia,Washington 98504-0917 and Marysville Parks &
Recreation,6915 Armar Rd,Marysville,WA 98270 (Project Sponsor)and shall be binding upon the
agents and all persons acting by or through the parties.
'B.PURPOSE OF AGREEMENT
This Agreement sets out the terms and conditions by which a grant is made from the Youth Athletic
Facility Grant Account of the State of Washington's General Fund. The grant is made by the
Interagency Committee for Outdoor Recreation to the Project Sponsor,for the project named above,
C.DESCRIPTION OF PROJECT
The subject project is described on the attached Project Summary.
D.TERMS OF AGREEMENT
The Project Sponsor must insure that the facility developed, improved, and/or maintained through the
Youth Athletic Facilities Account funding identified in the Project Agreement is made available for public
youth and/or community athletics for a minimum of twenty (20) years from the date of project completion.
E.PERIOD OF PERFORMANCE
The Project reimbursement period shall begin on March 16,2000 and end on October 1, 2001. No
expenditure made before or after this period is eligible for reimbursement unless incorporated by
written amendment into this Agreement.
F.PROJECT FUNDING
The total grant award provided by lAC for this project shall not exceed $300,000. lAC shall not pay
any amount beyond that approved for funding of the project.The Project Sponsor shall be
responsible for all total project costs that exceed this amount.The contribution by the Project
Sponsor toward work on this project at a minimum shall be as indicated below:

G.RIGHTS AND OBLIGA TIONS
All rights and obligations of the parties to this Agreement are subject to this Agreement and its
attachments,including the Sponsor's Application,Project Summary,Eligible Reimbursement
Activities Report,and the General Provisions.
Except as provided herein,no alteration of any of the terms or conditions of this Agreement will be
effective unless provided in writing.All such alterations,except those concerning the period of
performance,must be signed by both parties.Period of performance extensions need only be signed
by lAC's Director.
The Project Sponsor has read,fully understands and agrees to be bound by all terms and conditions
as set forth in these documents.

This Agreement is governed by, and the Sponsor shall comply with, all apl'"cable state and federal laws
and the provisions of Chapter 43.51 RCW,Chapter 286 WAC and published agency policies,which are
incorporated herein by this reference as if fully set forth.

This agreement,along with all attachments,constitutes the entire agreement of the parties.No other

This agreement, for project #99-1291D, shall be effective upon signing by all parties.

DESCRIPTION:
Funding request for Phase I development of Strawberry Fields Athletic Park. Phase I includes development of
public access to the site and preliminary construction requirements for development of 3 regulation adult/youth
soccer fields,grading and seeding of acreage dedicated for eventual completion of 4 softball fields. A trailhead
connection to the Snohomish County regional Centennial Trail will also be featured in this phase. The City has
acquired the property and has submitted building and planning permit applications for imminent development.
Phase II priority will be the completion of the Softball field complex.
Funds appropriated for this phase will be utilized specifically fOrthe following elements:Grading,seeding,
drainage,utility connections,public access, bridge crossings,trail connections to field sites, parking, park
furnishings, fencing,signage and security lighting. Phase I is scheduled for Spring of 2000.
Future Phases of this project are expected to be underway by 2001-02 featuring final softball field complex
construction,installation of 5 additional soccer and 4 youth baseball fields and 1 adult/youth baseball field.
Additionally,sports field lighting,parking for 1,000 cars and RV parking, restrooms,concessions and landscaping
improvements are planned for Strawberry Fields. A bond issue is scheduled for the year 2000 to provide funding
for final construction of the county's largest proposed multi-use regional athletic park.
