The permit becomes effective on January 1, 2022, and expires on December 31, 2026. Purpose of the Permit The permit provides coverage for domestic wastewat er treatment plants discharging nitrogen into Washington waters of the Salish Sea. The Puget Sound Nutrient General Permit limits the discharge of nutrients to surface waters under the authority of the Federal Water Pol lution Control Act (33 U.S.C. 1251) and the authority of the State Water Pollution Control Act [Chapter 90.48 Revised Code of Wash ington (RCW)]. Public Notice Process and Comments Ecology accepted public comments on the draft permit, fact sheet, and related documents from June 16, 2021, through August 16, 2021. Ecology held public workshops and hearings via an online webinar on July 20, 2021, and July 21, 2021. Ecology received written and emailed comments during the public comment period. The comments and Ecology's responses are included in Appendix C of the Fact Sheet.
