and between, the City of Marysville, a municipal corporation of the State of Washington ,
(hereinafter referred to as the "Permitter"), hereby grants permission to Snohomish
County PUD No . 1, it's agents , contractors and consultants (hereinafter referred to as
the "Permittee"), the right to enter upon the Permitters' property described as :
LOTS 2 AND 3, CITY OF MARYSVILLE BINDING SITE PLAN NO . 11016 , RECORDED
UNDER AUDITOR 'S FILE NUMBER 201109155006 , BEING A PORTION OF THE
SOUTHWEST QUARTER OF THE SOUTHEAST QUARTER OF SECTION 21 , TOWNSHIP 30
NORTH , RANGE 5 EAST , W. M., SITUATE IN THE COUNTY OF SNOHOMISH , STATE OF
WASHINGTON.
Vacant Parcel Numbers: 30052100422900 and 3005210042300
for the purpose of:
Perform soil resistivity measurements for grounding system design.
Conditions of access :
• Access to property granted to PUD agents, contractors and/or consultants.
Testing will take 1-2 days and be in the areas shown in red and blue on the
attached map.
This limited right-of-entry will expire in 30 (days, months) from the date
of this agreement , or sooner upon completion of said site review activities.
The Permitter and Permittee , by granting and accepting this right-of-entry respectively ,
mutually covenant and agree as follows:
1. The Permittee shall protect and save harmless , the Permitter from and against
any and all claims, damage to , loss or destruction of property whatsoever suffered by
the Permitter, their successors and assigns caused by said access or activ ities
thereon, however, the Permittee shall not be so obligated in the event of negligence of
the Permitter, their successors and assigns , tenants , licensees and invitees causing
damage, loss or destruction .
2 . Permittee agrees to restore the premises , at its sole cost , to the same condition ,
to the extent reasonably practicable , which ex isted prior to the commencement of
Permittee 's work .

RE: Soil Resistivity Measurement for Grounding System Design
Dear Gloria,
A grounding system design is being created for the Jennings Park Substation which is orth of vacant
parcel numbers 30052100422900 and 30052100423000 owned by the City of Marysville.
The District has hired a consultant to test the existing grounding system for the Jennings Park Substation
located in Marysville at 7808 47th A VE NE . As standard industry practice, soil measurements are taken in
the vicinity of the substation using the Wenner procedure . This soil measurement is non-invasive/non-
destructive and consists of several measurements between stakes, driven 6 to 12 inches into the ground, at
various spacings. These measurements are required for the Jennings Park Substation grounding system to
ensure the grounding system meets design and safety requirements.
I am writing to request permission to enter and perform soil resistivity testing on the properties referenced
above. I have included an aerial view with a red and blue line representing the locations of the staking on
the property. This testing takes a couple hours over a 1-2-day period , and any disturbed soil would be
restored to its previous condition. We would like to perform the testing on October 14, 2022, and asking
for a 30 window should it become necessary.
Due to the quick timeframe surrounding the need for this safety test, please email me a copy of the attached
